Born in Montreal, Canada, and raised in South Florida, Jane Cynthia Graham, Attorney and Founder of Sunshine City Law, was inspired early by her uncle, a South Florida criminal defense attorney who championed underdogs and approached tough cases with determination and an unmistakable grin. That example shaped Jane’s belief in fighting zealously for clients and finding creative solutions when the odds seem stacked against them. Tampa became the ideal place to put those values into practice, offering momentum, opportunity, and a welcoming environment for building both a business and family.

A proud double Cane, Jane earned a Bachelor of Arts with a double major in history and political science and her Juris Doctor from the University of Miami, followed by a Master of Laws in Environmental Law from Vermont Law School. Her career began with the National Audubon Society as an Everglades and water policy lobbyist and advocate before becoming an assistant city attorney and earning Florida Bar Board Certification in City, County and Local Government Law. After moving to Tampa and representing private clients at a boutique firm, Jane opened Sunshine City Law in 2020. Today, she represents individuals, small businesses, and organizations before local governments and agencies in land use, environmental, code enforcement, appeals, and litigation matters.

Jane is particularly passionate about representing clients facing complicated or unconventional legal challenges, including neighbors challenging large developments and small businesses navigating licensing, permitting, variances, and land use approvals. She is dedicated to making this complex area of law more accessible, guided by a simple philosophy: persistence pays off, and there is always another creative solution worth considering. She frequently publishes on land use and environmental law and mentors students through Stetson Law environmental programs.

Outside the office, Jane enjoys Tampa’s trails, beaches, parks, sunsets, and diverse culinary scene with her husband and five-year-old son. She serves on the Tampa Bay Conservancy board and previously served with the Florida Native Plant Society. A hockey fan who enjoys attending Tampa Bay Lightning games against the Montreal Canadiens, Jane also plays classical and electric guitar. For the next generation, her advice is straightforward: communicate clearly, directly, and genuinely.
